One who speaks actively would be pursuing a serious profession. In Law, both advocacy as well as pedagogy (Academic Work), or Practising and Teaching, are to be actively pursued by a person to become an active speaker. Speaking, Talking and Saying something may sound like similar exercises. One who talks may speak without any substance. One who says may speak something which is of great value and substance.
A good speaker must say something and not merely talk about something. Precision, Communication and Capturing of Attention are the ingredients of a good speaker who would be saying something.
